ABSTRACT

This study examines disparities in human rights administration, focusing on the the National Human Rights Commission of Korea’s evaluation project(2023-2024). It evaluates the implementation of regional human rights protection systems following the enactment of ordinances, with a particular focus on diagnosing the administrative status of Gyeong-nam. The findings reveal that while regions such as Gyeonggi, Jeonbuk, and Gwangju protect residents' rights by ensuring remedies for human rights violations and facilitating civic participation, Gyeong-nam fails to meet even the basic formal requirements for human rights administration. Gyeong-nam urgently needs to build a human rights culture to create a substantive protection system by empowering its residents.
