Existing studies based on confirmatory data analysis demonstrated that the effects of macroeconomic indicators and housing policies are regionally different at the Si-Do scale, but didn’t show the local dynamics of change in housing price within the region. The purpose of this research is to explore spatio-temporal dynamics of change in apartment sales price using exploratory spatial data analysis (ESDA) at more detailed spatial scale. Major findings are as follows. First, there was great difference among Si-Do in terms of price jumping time and the effect of the global financial crisis. Second, change in real sales price per square meter from January 2006 to June 2016 is closely related to the housing policies carried out in this period. That is, generally, policies for residential stability brought price decline and those for market promotion caused a hike in sales price. But the effects of the policies lasted for just 3-5 months. Third, relationships between sales price per square meter and fluctuation rate as well as change amount for the 10 periods demonstrated that the regions taking lead price fluctuation were different at each period. Finally, the location and size of detected spatial clusters and outlier also were different among the periods. In addition, the fluctuation rate of sales price in some neighboring regions displayed local dynamics by having conflicting association types.
