It is very important to understand changing technological environment such as information big bang, mass production of electronic records, and emergence of many storage media for the sake of promoting reliable electronic records management system. This study examined the insufficiency of current archives acts and standards, and compared to recording storage media and related technologies. Through these analyses, this paper proposes the revision of archives acts and standards such as the expansion of types of media, the elaboration of guidance for media selection. and the efficient maintenance plan for recording media.

Electronic records are merely series of bits without understanding the formats of content files. There are numerous types of formats and also possibilities of extinction. For long term preservation, it is essential to understand and manage formats. In addition to managing format itself, accurate information on the format needs to be stored for electronic records. In this study, various types of electronic files, without checking with the naked eye, has developed a tool to extract the header information in the format of electronic files with the file extension validation tool to compare format and validate digital component.

There are so many personal experiences and innermost feelings in oral history resource. Thus, when we use the oral history resource, it has a lot of the possibility to arise ethical and legal issues. To prevent the problems and to protect interviewee, it is needed to comply the guideline for ethical and legal issues through the oral history project. The ethical issues are applied to every step of the project. The most important principle for ethical issues are the mind to protect the dignity of interviewee. The moral right is classified the right of privacy and defamation issues. The right of privacy is basic human rights to guard for the freedom of the individual. The defamation is defined as a false statement of the fact about a person which tend to injure that person’s interest.
