ABSTRACT

This study proposes the ScienceON Service aNalysis Evaluation Framework (SNEF) model, designed to systematically evaluate the quality of the ScienceON service. The SNEF model utilizes a four-step process—Define, Select, Measure, and Make Decision—and incorporates the SNEF-Index, a quantitative metric, to assess service quality. Through the identification of Critical Success Factors (CSF) and Performance Measures (PM) across three perspectives—service/system, user, and content—the model provides a tailored evaluation that aligns with the specific needs of researchers. By combining both qualitative and quantitative evaluation methods, SNEF enables data-driven decision-making to guide service improvements. The model’s comprehensive approach ensures that service quality can be accurately assessed, facilitating the identification of actionable insights for enhancement. Ultimately, SNEF supports the effective improvement of science and technology information services, contributing to the ongoing development of national R&D information services.
