ABSTRACT

This study aimed to evaluate the equity of emergency medical resource distribution across 17 provinces in Korea as of 2023. Using secondary data from the 2023 Annual Report on Emergency Medical Statistics, KOSIS, and Local Finance 365, we calculated population-based and visit-based indicators standardized per 100,000 population and per 1,000 visits. Inequality was quantified using the Coefficient of Variation (CV), Gini coefficient, Theil index, and Mean Log Deviation (MLD). The results showed that the number of emergency institutions and professionals per population was lower in metropolitan areas, while the proportion of severe emergency patients was higher in aging and fiscally weak regions. Theil decomposition indicated that fiscal disparity accounted for about 65% of total inequality, suggesting that fiscal capacity is a key determinant of resource imbalance. These findings highlight the need for a multi-dimensional allocation strategy that integrates population, fiscal, and demand-based indicators to enhance regional equity in emergency medical systems.
