ABSTRACT

This study utilized data from the "2025 Intelligent Information Society User Panel Survey" to examine the structural causal relationship between individuals' digital competence levels and their utilization of digital services. The analysis revealed that digital competence, the independent variable, had a significant positive direct effect on both digital service utilization (the dependent variable) and AI future perception (a mediating variable). However, its direct effect on generative AI risk perception was not statistically significant. Mediation analysis showed a significant positive indirect effect through the path of "digital competence level → AI future perception → digital service utilization." Conversely, the mediating pathway of "digital competence level → generative AI risk perception → digital service utilization" was not significant. Lastly, a sequential multiple mediation pathway "digital competence level → AI future perception → generative AI risk perception → digital service utilization" demonstrated a significant negative indirect effect. These findings suggest that implementing an inclusive intelligent information society requires not only strengthening basic digital competencies but also adopting structural approaches to foster positive AI future perceptions and manage risk perceptions.
