ABSTRACT

Through case studies on programs to make cities safer from crime this study is intended to derive suggestions for policies on the Safer Cities Programs which are more systematic and scientific. The Safer Cities program is a new technique for urban regeneration. To examine and compare Korean and Japanese local societies which had adopted policies of making cities safer from crime, this study selects Seoul in Korea and Aichi in Japan. The two cities developed and adopted basic principles of crime prevention through environmental design for the city and house designs which would reduce transaction costs incurred due to fear of crime. The results show that the CPTED design guidelines and certification systems of these cities are a new and good attempt to make the safer cities program more effective. However, to lead to the development and application of CPTED techniques which are most suitable for the characteristics of safety city in the local societies, the program needs to establish correlations with other urban regeneration programs, reflect local needs, and induce the participation of the local members and units.
