ABSTRACT

This paper is a case study based on the narrative of the facts. In particular, the present study introduces the case on the regional innovation at Hampyeong county in Jeollanam-do. Hampyeong county earned the significant amounts of entrance fee as well as increased gross regional products, hosting the Hampyeong Butterfly festival annually. Still, Hampyeong is in a disadvantageous conditions, where the population decreased 141,845 in 1965 to 41,965 in 2002, the ratio of production is limited in 6%. This research collected empirical data and interviewed the actors to show how they were motivated to overcome the impasse. Also, future directions and the success factors such as the county governor's leadership, public employees' commitment and proactive support from the citizens are indicated.
