ABSTRACT

This paper examines the possibility of establishing the Northeast Asia Emission Trading scheme (NEA-ETS). In order to reduce the carbon dioxide emission and other green house gases and to contribute to the global cooperation to improve the environment an efficient emission trading system is of vital importance. After the Kyoto Protocol being in effect in 2005 as a flexible mechanism to curtail the green house gas emission the importance of emission trading exchanges has grown much. The foundation of the regional emissions exchange in the Northeast Asia is especially important, since the GHG emission of this region is largest in the world and the cooperation of the countries in the region is essential to the reduction of GHG emission. This paper proposes the organizational and ownership structure of the NEA-ETS for an efficient operation of the emission trading business. As for the organizational structure of NEA-ETS the operating holding company structure would be a better choice. As for the ownership structure of the NEA-ETS, this paper argues that the demutualized and for-profit organization would be more efficient form of the NEA-ETS.
