ABSTRACT

This study compares the energy efficiency policies of Korea with those of Japan. The differences between these two are not big, and generally speaking, we can find more similarities than differences. However, differences still exist in the details of the policies. The first difference is that the policies of the Korean government emphasize industrial energy efficiency, while those of Japan focus on private energy consumption and the transportation sector. The second difference is about the energy consumption structure. The Korean industrial structure is a little biased toward heavy energy consumption industries such as the chemical industry. The most important implication that this study emphasizes is that the Korean government needs to make more of an effort to make industrial energy consumption more efficient by studying Japanese success stories and learning more about the Japanese assessment of policy measures in order to set up and direct changes in policy.
