ABSTRACT

This paper examines the basic concepts and developmental stages of urban growth, investigating cases of the development. Urban development can be defined as the holistic development of the city for the management of urban growth and the advancement of quality of residents' life. The author points out some challenges of urban development including the change of regional structure, behavioral system, collective structure and social class and OECD guidelines to resolve the challenges. According to OECD, the governments 1) revitalize the central business districts for sustainable development, 2) manage urban sprawl, 3) develop appropriate land-use patterns, 4) restructure the regulations, 5) induce new investment, 6) harmonize individual rights and public interests, 7) evaluate the division of labor between the local and central governments and 8) approaches urban development with comprehensive perspectives.
