ABSTRACT

This article analyzes the reform processes in the formulation of Japanese civil service system. The authors, in particular, introduce the major substances of the Civil Service Reform Act in 2008, the outcome of the institutional reform in 10 year period from 1997 to 2008, focusing on the relationship between politics and bureaucrats. First, the formulation of the civil service system in Japan and the reform proposal in the post-war period are went over. Also, the reform after 1997 is critically analyzed, focused on the relationship between politics and bureatcrats.
