ABSTRACT

We investigate, in this study, the effect of the E-ZPass, Electronic Toll Collection System for the Northeastern United States highway toll plazas, on travel demand as it relates to the use of these toll facilities. We perform a comparison study of travel demand between E-ZPass users as a treatment group and non-users (cash customers) as a control group. For the appropriate comparison study, we use a survey of the users of ten toll facilities in New York City, and design a field experiment based on a travel demand model, as proposed by Peters, Shim and Kress (2011). We then explore the sources of bias inherent in the comparison study. We find that the estimated differences of travel demand between E-ZPass users and non-users are biased due to model misspecification, and sampling selection. After controlling for all possible sources of bias, E-ZPass use is shown to have no statistically significant effect on travel demand.
