ABSTRACT

One of the primary backgrounds of a rapid increase of local public enterprise could be attributed to the enhancement of local political power by using local public enterprises. Although most local public enterprises were established to recoup earnings and benefits coming from local development and redevelopment, a lot of local public enterprises are riddled with an increasing debt due to inefficient and ineffective management. Since local fiscal soundness is partly related with the performance of the local public enterprises, inefficient and ineffective management of local public enterprises threatens even local fiscal soundness. We define the rapid increase of local public enterprises as “local governance crisis” as it represents a breakdown of governance system in the paper. After analyzing what went wrong with the local public enterprises, this paper attempts to branch out policy implications concerning a proper management of local fiscal soundness, focusing on Incheon city. Above all, efforts must be made to enhance the capacity of governance concerning the operation of local public enterprise. Second, the central government should further delegate its fiscal power to local government so that local-central fiscal structure should be more balanced than under current system. Finally, a tougher rules and regulations and ensuing close monitoring on the management of local public enterprises must be implemented. In conclusion, irrational management of local public enterprises must be approached from the perspective of governance.
