ABSTRACT

A regional public enterprise SAMACO(Seoul Agricultural Marine Products Corp) will have executed Garak markets redevelopment projects by three consecutive phases in 2018. But the major stake-holders of Garak markets - SAMACO, Distribution Companies, Near Residents - have undergone latent group conflicts, which work on redevelopment projects in uncertainties. Therefore it is important to find group conflicts sources and alleviate aggressive attitudes, also ultimately the redevelop projects will have completed according to the plan. The Ex-prevention dimensional conflicts management made by theoretical analysis of conflict sources and established case studies. And the second objects of research is making the conflicts solution policy program. Especially the conflicts sources analysis among major stake-holders uses objective survey tests and deeply subjective interviews. Descriptive Statistics results as conflicts sources linking ‘democracy’ variables in the all stake-holders. The correlation analysis displays very high coefficient values between group conflicts and ‘democracy’ variables, also regression analysis shows ‘democracy’ as positive affecting the one independent variables at the distribution companies and near residents. Accordingly, the conflicts solution policy program are ‘enlarging flexibilities of organizational boundaries’, ‘making open & institutional communication channels’, ‘reinforcing unification between the garak markets stake-holders’.
