AB - This research is the research of possibility of the care-service's social-enterprise inquiry. Though, the are of care-service is expanding; the problems of the employees' sympathy and the quality of their service is still questioned. The government is in a process to change the area of care-service into social-enterprise.
Based on these critical minds, this research investigated the problems and the characteristic of the forms of voucher and the areas of civilian supplying the care-services, then the possibility to change into the social enterprise. It is analyzed that, in the reality of social purpose is in an agreement with the coincidence, in the present's social-eneterprise's supplying system is not suitable and it is almost impossible to quality of employees. Therefore, in order to change the care-service's area into the social-enterprise's area, it is necessary to have the change in institutional strategy like voluntary enlistment security systems today.
