ABSTRACT

Performance measurement is regarded as an informative methodology of measurement: indicating how to measure and what to measure. Through a multiple case study, the paper examines a number of research questions about why has social performance become the most important factor in the performance measurement procedure and what forms is it taking in the sector?; How is social performance being developed by individual housing associations and what are the practical issues involved in this? Through empirical case studies it shows that there are generally positive views of the value of measurement in community investment activities. Concerns are raised about impacts of performance management that have affected some aspects of the social performance of housing associations.
