AB - With Korea accelerating into an aging society, the state of welfare for seniors is gaining more attention. This study reviews the process of formation and enactment for the senior welfare policy, the Basic Old-Age Pension Scheme, which is aimed to expand pension coverage for low-income senior citizens. This study from the creation of a basic old-age pension scheme in issue during the course of the diffusion of major media coverage of the blackout was related issues and to find out the contents of the policy process through the analysis of the following specific objectives of the study suggested. First, the policy environment, the spread is due to the impact of policy issues, the triggering events associated with changes in the amount of media coverage What Secondly, the media frame issues through localized issues press releases about how the pattern is being organized, third, and policy issue that is spreading rapidly tipping point(tipping point), and the veto points inhibits(veto point) if there are confirmed. Analysis of the frame configuration and the type of media coverage, policy agenda setting process shown in the triggering events and social issues by examining the impact of media reports about the relationship dynamics and theoretical discussion had expanded in terms of its significance could be found. Thus, according to media reports about the impact of the form as a whole there was a need to check.
