ABSTRACT

This paper analyzes the digital gap between South and North Korea, and suggests policy implications which will contribute to fill the gap. A review on the previous research shows that the themes and the issues are segmented, and that there is a big digital gap between South and North Korea in the distribution of computers, mobiles and the Internet as well as infrastructure. However, it reveals that there is a loose cluster of key words such as digital communication, correspondence, informatization, information gap, and information education. Currently, South Korea has the world’s best information infrastructure, while North the worst. The digital gap between the two becomes wider as the digitalization progresses. To narrow the digital gap, it is necessary to understand systematically the status of informatization in North Korea so as to vitalize the policy-making network.
