AB - This paper studies theoretical factors by which the local governance should be activated. Through the virtual study and existent discussion, three factors are composed of participation capability, participation structure, participation feedback. As a result of case study, these factors had positive effects on the activation of local governance in Ulsan Bukgu and the local governance's joint program in Ulsan Bukgu were designed on the basis of policy network and partnership. The joint committees had tried to activate the job creation and labor and management's cooperation in Ulsan Bukgu.
