ABSTRACT

Environmental regulations have been steadily reinforced for decades, but we are still experiencing the high degree of environmental pollution. One of main reason for that is regulatory noncompliance. Without effective regulatory compliance, environmental accidents cannot be decreased constantly. The purpose of this paper is to investigate noncompliance factors on Garbage Disposal System. Literature review of previous studies led us to set out 7 hypotheses. Four main factors singled out to test the hypotheses are policy contents factor, policy target group factor, policy environment factor, and implementor's factor. Also, 7 independent variables are induced based on those four factors. The testing results of the hypotheses show that the policy contents factor except desirability, the policy target group factor and the policy environment factor influence the noncompliance behavior of citizens.
