ABSTRACT

Much attention has been given to Official Development Assistance(ODA) programs recently and the importance of evaluation for ODA programs has been increasing. The focus of the evaluation has been on mid-term and ex-post evaluation, however. There has been an increasing need for ex-ante evaluation that enables analysis of the objectives and indicators of the planned program before it is implemented. The KOICA introduced feasibility study in 1991 and EDCF in 2006, respectively. However, the feasibility study cannot perform the functions as ex-ante evaluation and it cannot optimize the performance management system. This study presents a model of ex-ante evaluation on ODA programs, which is focused on the application of performance management.
