ABSTRACT

The purpose of this study is to analyze the perception, expectation and utilization of flexible working arrangement in the Chuncheon City Government of Gangwon Province. Flexible working arrangement started in 2012 in order to emphasize a family-friendly culture, keep a balance between work and relaxation, and increase public employees' satisfaction and performance. In the Chuncheon City Government, 346 employees participated in the flexible working system. We find that female workers know better than male workers. The perception and expectation of workers are different according to gender, age, educational level, and job type. The study concludes that the local governments should develop innovative working arrangements focused on individual characteristics and job classifications in order to keep a balance between work and relaxation, and create family-friendly culture.
