AB - This study analyses the concept and the meanings of national GHG Emissiontarget of 30% reduction from the BAU level, announced by the Koreangovernment in 2008. In particular, focusing on the methodology of incorporatingthe information accumulated through time, we investigate the best strategies forso called “re-estimation”. We propose that the government should institutionalizea mechanism for re-calculation every year, but be cautious in re-estimation sinceit is too costly, though we may follow the schedule of national plan alreadyestablished for every 5 years.
