AB - This study focuses on analysing the industrial clusters in the Busan, Ulsan, Koungnam as southeast area of S. Korea. To be more specific, this study intendsto provide answers of comparison of 2007, 2008 as Global Financial Crisis, 2009 for industrial clusters in the Busan, Ulsan, Koungnam as southeast area of S. Korea analysed by the Location Quotient(LQ) analysis method. And as a consequence, Shipbuilding industrial clusters of southeast area of S. Korea werenot identified in 2007, 2008 but were identified in 2009, in the Busan, Ulsan as southeast area of S. Korea. Finally, it was expressed an exploratory result asimprovement plan like governance structure with industrial clusters in regional innovation system can build and strengthen competitive advantage through the exchange of information and interaction network related industry companies and organizations. When the proposed governance is successfully established, Korean shipbuilding industry can be grown stressed the specialization sector and can be attempted to prevent the duplication of genres between strategic industrial sector of shipbuilding through a strengthened network with a focus on strategic industry, rather than regional competition based in duplication of the details with a bleeding competition in the shipbuilding industry occurs in the current unit of the administrative district.
