ABSTRACT

This study will examine the youth welfare policy for the desirable life of youth and the situation of local youth welfare policy. It aims to figure out the level of local budget for the youth welfare inequality in terms of using Gini coefficient and Entropy index and also find the mitigating effects of local allocation tax(local share tax and fiscal compensation fund) and subsidy(national grant and provincial grant) system on inter-region including Si (city), Gun (county), and Gu (district) governments. Using Korea's welfare finance database from the Korean Institute for Health and Social Affairs, the units and resources of local governments, annual tendencies and factors of inequality are investigated by employing the welfare expenditure per service consumer as a measurement index. The results show that there is less mitigating effect of total local governments including Si (city), Gun (county), and Gu (district) governments per service consume in terms of provincial grant. and Inequality is high in the expenditures of Gu (district) compared to Si (city), Gun (county). It is lessened when the budget includes the aid of the central government, which implies that the assistance of the central government plays a role in resolving the unequal expenditure distribution per service consumer. this study presents policy implications on he basis of this analysis result
