ABSTRACT

This study conducts network content analysis with the purpose of examining main research trends and topics in the three academic communities – public administration, policy studies, and telecommunication policies – with regard to Information and Communication Technology (ICT). We found as follows: First, the academic contributions to ICT policy and system are not sufficient in numbers compared to the significance of ICT policies in South Korea, and thus it is necessary to set more active conditions for future policy. Second, the main interests of previous studies were with general concepts such as ‘electronic government,’ ‘information and communication,’ and ‘IT’ which were analyzed through multiple variables and methodologies. Now, the research interests include the role of identifying the influential factors or effectiveness of specific ‘policies,’ ‘markets,’ or ‘convergence.’ However, there is a time lag in embracing the latest global trends. Third, we found that there is a considerable gap between ICT-related research topics because of differences in the mandate of each academic community, diversity in the expertise of members, and editorial direction of journals. Significantly, it is necessary to conduct joint-research that is mutually converging into a holistic approach to ICT policy development and implementation.
