ABSTRACT

This study uses the 2019-2020 Household Income and Expenditure Survey of Statistics Korea to identify changes in welfare by considering household’s consumption patterns and changes under the price system of consumer goods due to COVID-19. After identifying the change of consumption by real income of individual household, the LA/AIDS and VECM model were used to find loss of welfare with considering the relationship between the price of the consumer goods and the proportion of consumption. As a result of the change in the proportion of consumption for consumer goods due to price changes, food/non-alcoholic beverages, housing/water/ light/heat were essential consumption compared to other consumer goods. Also, consumption of food/non-alcoholic beverages, housing/water/light/heat decreased when prices increased in 2019. On the other hand, despite the price increase due to the change in the price system due to COVID-19 in 2020, consumption of food/non-alcoholic beverages, housing/water/light/heat, and transportation increased, but consumption of leisure and culture decreased due to a decreasing demand by COVID-19. In addition, when considering the consumption of leisure and culture has changed due to COVID-19, the price change among consumption goods is induced, and it is necessary to satisfy the loss of public's utility due to the decrease in consumption of leisure and culture.
