ABSTRACT

With a remarkable growth of Korean status as a donor in the Organization for Economic Co-operation and Development(OECD), its official development assistance(ODA) quality and evaluation are also critically highlighted. This study aims to not only analyze current evaluation standards of ODA projects but also propose advanced evaluation criteria for enhanced effectiveness. To achieve a systematic evaluation system of ODA projects, the theories of international politics were framed to measure the features of evaluation indicators and their relevance. In addition to the extensive literature review and case studies, in-depth interviews with ODA project specialists were executed. This study found a critical lack of consistency and sustainability of the criteria and thus, proposes to add new evaluation criteria, ‘morality and accountability’ and ‘the uniqueness of Korean program’, in addition to OECD Development Assistance Committee(DAC)’s evaluation criteria. The inclusive and systematic evaluation criteria of this study can enhance Korean ODA performance and maximize its effectiveness.
