ABSTRACT

This research intends to find an appropriate strategy for sustainable economic development as well as the short–term solution reflecting local and residents characteristic for the compounded problems of growing older in Gangbuk–gu district, Seoul, Korea. We conducted the basic statistic and time-series analysis utilizing the Seoul Open Data Plaza, the methodological triangulation analysis conducted with both qualitative and quantitative approaches, and expert advice. As a result, the elderly in need, especially from the secondary poor group, the aged household in solitude, the elderly with disabilities, and residential areas rather than apartment areas, showed the significance in the order of the following factors: economy, health care, and social welfare and the problems of the elderly are strongly correlated with each other factors. As realistic solutions for the problems that the elderly in Gangbuk–gu district have: 1) expansion of welfare center, senior citizen center, and cultural center and diversification of program for health care and hobbies especially for the elderly who are more mobile, 2) expansion of support for visiting service such as time, finance, and supplies especially for the elderly who are less mobile, 3) improvement of residential environment in old residential areas rather than apartment areas. However, it is required that the local government supports the complementary investment not only for ‘the support led process’ but only for ‘the growth driven process’, which helps foundation of ‘human capital’ and ‘social capital’ in Gangbuk–gu district through systematic education, training, and social trust relationships.
