ABSTRACT

In Korea’s rural society, the community itself is changing into a care society due to rapid aging, and regional development policies are also undergoing a paradigm shift toward establishing a space-centered lifestyle, culture, and welfare delivery system. The purpose of this article is to critically examine regional development projects from the methodological aspect of group practice and help define the concept of welfare leadership by deriving leadership characteristics for rural welfare. For this purpose, this study selected the case of the only village in the Wonju region that carried out a regional development project with the theme of welfare and analyzed how the interaction between leaders and residents changed depending on the situation over time. As a result of the study, firstly, welfare leadership depends on events or environmental characteristics of the village rather than individual characteristics; second, the conflict between the power of residents and leaders varies depending on the situation of residents’ cohesion; and third, strengthening of residents’ cohesion With the strengthening of leadership, this in turn led to downward power through empowerment, creating a virtuous cycle of power. This study found that the concept of leadership for rural welfare is different from the leadership characteristics theory that emphasizes personal characteristics and qualities that have been mainstream, and that it is based on the situational characteristics of the event, the cohesion of residents, and the relationship characteristics between residents and leaders. This implies that the concept of situational leadership, which is a flow, must be defined with more importance in mind. In theory, this fact is expected to contribute to establishing the concept of leadership theory for welfare, and in practice, it is expected to contribute to leadership education for a caring society in local development practice
