ABSTRACT

This essay attempts to explore the change of Active Labour Market Policy in Sweden since 1990's. Governing party usually hesitates to reform welfare or labour market policies. Moreover, for a long time, Social democratic party had been in governing party and continued swedish active labour market programme until 1980's. Non social democratic parties, in power for a short term, had not challenged labour market policies builded by social democratic government until then. Active labour market policies are affected by business cycle at most. The scale of active labour market policies had enlarged or reduced by change of economic condition also in Sweden. However, there are some changes in labour market policies in sweden lately. This essay explores why deviation in labour market policies have been on the way in sweden. Economic crises and the worsening of deficit had traditionally effected on the scale of active labour market policies. The reduction in the spending of ALMP had happened in the period of social democratic government, in the mid 1990's. Changes in government and the return of the center-right parties to the power, however, led to some discontinuities and substantive changes in active labour market policies since the mid 2000's.
