ABSTRACT

Sweden shows the typical pattern of labor market efficiency with high employment rate and low long-term unemployment rate, but it’s not free from such problems as high unemployment rate and job mismatch. Gävleborg is well-known with the highest unemployment rate in Sweden along with the problems of low-skill equilibrium and job mismatch. This study aims to analyze the specific regional development strategy and labor market policy in Gävleborg, with a special reference to the activities of competence platform in coping with the high unemployment rate and the problems of low-skill equilibrium and job mismatch. The outcome of this study can be summarized as follows. First, the efficient operation of the Swedish labor market is based on a set of surveys on demand for workers and skills. The surveys collect job and skill information by means of various research methods to analyze short-term manpower demand and identify the imbalance in supply and demand for mid- to long-term manpower. Second, Gävleborg's competence platform is composed of representatives from various labor market and educational institutes so as to cooperate with each other and coordinate policy contents of education policy and labor market policy. It establishes three policy target areas such as prerequisites of learning, education and skill formation, and identifies step-by-step targets and measurable indicators in each policy target area. Third, the competence platform autonomously establishes skill formation policy in response to the labor market situation of each region so as to solve the problem of job mismatch and low-skill equilibrium, while the Arbetsförmedlingen establishes and implements the active labor market policy from the nationwide perspective to do the function of immediate job matching. Fourth, Gävleborg, in the face of high unemployment rate and such problems of job mismatch and low-skill equilibrium, promotes comprehensive regional development strategies to deal with soco-economic infrastructure covering such areas as education, public transportation, housing and other sectors beyond the task of skilled manpower supply.
