This study analyzes the parliamentary speeches of the Swedish and Danish prime ministers through an epideictic method in rhetorical studies. It compares the differences between the countries and the differences between the left and right governments, with the aim of understanding the essence of political culture and the meaning of political messages. The results of the study show that the government statements of the prime ministers in Sweden and Denmark show different rhetorical characteristics. The speeches of the Danish prime ministers use a storytelling technique to facilitate understanding through communication with the audience with more diverse rhetorical techniques. The message of audience integration, the first element of the propositional rhetoric study, is found in all speakers. The approaches of leaders who apply the means of integration also show differences between countries. In the comparison of the value characteristics shown in the speeches of the prime ministers, the speaker who attempted to communicate through the most positive message was Danish Prime Minister Frederiksen, and the speaker who developed the logic based on the most negative message was Swedish Prime Minister Löfven. In the third element of the propositional rhetoric study, temporal analysis, the future image of the country that the four prime ministers envision is described as the destination they want to reach by containing it in the future tense, allowing the audience to clearly understand what kind of government they are aiming for. The speeches of Löfven and Frederiksen, representing the left, focus on equality, solidarity, and trust as the most important value centers, while the speeches of Christersson and Rasmussen, representing the right, approach the audience by viewing freedom, responsibility, choice, enterprises, and markets as important core mechanisms. It seems that the wider diachronic data analysis will be helpful in understanding the political culture and rhetorical elements of the Nordic countries in the future.
