ABSTRACT

The purpose of this study was to analyze related prior studies developed on various issues under the theme of the competence of local council members at home and abroad, examine their research trends, and suggest future research directions using systematic literature review methods. To this end, extensive literature collection was conducted using domestic and foreign databases, and a total of 28 documents were finally selected and analyzed through a systematic literature review method. As a result of the study, first, as a result of analyzing the literature on parliamentary competency by year, research on parliamentary competency has been continuously conducted since 2010. Second, the subjects of the parliamentary competency study were largely divided into specific parliament or stakeholder-centered analysis and case analysis. Third, the research topics related to parliamentary competency were largely divided into capacity building measures, competency evaluation, competency influencing factors, revitalization of parliamentary activities, improvement of parliamentary system, and current status of parliamentary competency. Based on these results, this paper drew implications for the need to continuously revise and supplement the competency model reflecting the needs of citizens and each local council member, and for the development of a competency enhancement program reflecting changing digital trends and policy environments. This study is meaningful in that it derives implications for strengthening the capacity of local councilors and presents future research directions through this.
