ABSTRACT

Human resource development is ultimately a system construction process that supports the expression of competencies such as knowledge, values, and attitudes held by members to achieve organizational performance goals. In particular, human resource development is becoming a key keyword in performance creation due to the rapid changes in the digitization environment faced by each organization. On the other hand, it is known that public officials' organizations have relatively low flexibility and creativity compared to private companies. However, in recent years, the environment of public officials is rapidly changing, including the emergence of the MZ generation and flexible working types due to COVID-19. Accordingly, it is necessary to find a new way to develop human resources for public officials to create performance. Prior research in related fields has been conducted in various ways according to the recognition of the importance of human resource development as a strategic partner. On the other hand, since only the causal relationship that human resource development activities will have a positive effect on performance was demonstrated at the organizational level, this study attempted to examine protean career attitude with autonomy as a parameter. The survey of this study collected 283 copies of the 320 people who participated in the basic curriculum for promotion to government education and training institutions, and statistically processed and analyzed 280 copies of the final valid questionnaire using SPSS. As a statistical method, sample statistics were classified based on the collected data, reliability and validity verification, research model verification, hypothesis verification, and results showed that there was a causal relationship between human resource development, protean career attitude, and innovation behavior.
