ABSTRACT

The purpose of this study is to reconsider disability through social exclusion perspective which is comprehensive and multi-dimensional and to suggest implications for disability policy. For this purpose, this paper attempts to discuss possibilities that independent living model contributes to social inclusion of people with disabilities, considering the ideological and practical relationship between social exclusion perspective and independent living discourse. As a result, we could find the relevance of social exclusion to independent living discourse in that both of them ideologically share comprehensive definition of problem, socio-structural causality, and civil right-based approach. In addition, it was observed that independent living centers have system emphasizing own needs of people with disabilities and provide services focusing on social barriers that prohibit social inclusion of people with disabilities. Thus, it could be argued that independent living model can be justified as a disability policy alternative. Finally, various efforts are recommended to consolidate useful and effective practical alternatives based on evaluation of present services and systems.
