An Analysis of Aligning the Relationship between Long-term care policy for the Disabled and NLTC for Elders: Focusing on the Service Benefits and the Estimation of the Service Needs

ABSTRACT

In 2009, July, the 1st demonstration project of the LTC policy for the disabled was just started. The purpose of this study was to analyze critical policy issues around the LTC policy for the disabled and to estimate the target size of the policy by comparing with NLTC for elders launched on July, 2008. The key contents of this study were as follows. First, the study discussed the desirable concept and service types of LTC for the disabled by comparing those of NLTC for Elders and the Personal Assistance Policy which have been implemented since 2007. Secondly, the study examined the similar service policies for the disable in Japan and USA. This study found that the recent changes in Japanese Disabled Welfare policies have been in the middle of discussions to combine the KaiKo Hoken (LTC Insurance) and the Self-Reliance Assistant Policy for the disabled(public assistance) while USA LTC polices have utilized funding from both Medicaid and State tax-based programs. In third, the study estimated the target size of this policy and the result showed that at least 10.6% of the disabled population under 64 might be needed the LTC services in Korea. Finally, the study concludes the comparative discussions on policy components between LTC for elders and the disabled suggesting several policy alternatives in order to the develop the successful establishment of the LTC policy for the disabled.
