ABSTRACT

On October 29, 2022, the Itaewon disaster occurred. On the day of the accident, Itaewon attracted 130,000 people to enjoy the Halloween festival, and the alleyway passing through the Hamilton Hotel was so dense that it was difficult for people to walk at the time. In conclusion, the cause of the crush accident was that the narrow alley was not controlled despite a large crowd, and the high crowd density added to the disaster. If you leave the scene of the crush accident and analyze it, it can be seen that this disaster is a predicted talent. It can be evaluated as a disaster that reveals the state's institutional loopholes and poor management. In the end, the process of identifying the cause of the disaster and punishing those involved in professional negligence or dereliction of duty is important, but in order to prevent such a disaster from occurring again, it is necessary to comprehensively diagnose and come up with countermeasures. The purpose of this study is to review all national systems related to safety accidents to prevent the vicious cycle of disasters by revising related laws and establishing social safety systems to prepare measures to inspect domestic public safety systems and prevent accidents.
