ABSTRACT

The purpose of this study is to provide a basic foundation for realizing the actualization of educational autonomy through the maturation of local educational autonomy in Korea. As the education policy of the superintendent elected through the direct election system has been strengthened, this paper analyzes the current status and problems of the reorganization of the superintendent election system and the supplementation of laws related to the superintendent to prevent conflicts when the views of the Minister of Education and local governors are different with those of the superintendent. The superintendent election system has been implemented so far with few side effects, so it is necessary to minimize side effects through such as the appointment system by local government heads, a learning mate system, and the joint registration system, and in order to faithfully implement the local education autonomy system, it is considered necessary to further specify "local education autonomy system" in Article 31, Paragraph 4 of the Constitution to promote the actualization of educational autonomy.
