ABSTRACT

The “Virtual Convergence Industry Promotion Act“ was enacted to promote the domestic metaverse industry, addressing the need for independent legislation. This act is set to be implemented on August 28, 2024. It aims to expand autonomy by moving away from the regulatory sandbox system, previously seen as a gateway for new industries in Korea. Given that regulations can pose significant obstacles in rapidly growing new industries, the necessity for self-regulation is increasingly recognized. However, the subordinate regulations for implementing the self-regulation and provisional standards system are still under development. There are uncertainties regarding how these unprecedented systems will be structured. If these regulations effectively reflect the characteristics of new industries, the provisional standards system could become a pivotal point. Thus, this study examines the developmental directions that the Korean self-regulation system should pursue to ensure its effectiveness.
