ABSTRACT

To prevent sexual harassment and sexual violence within organizations, it is ultimately important to foster a culture of gender equality. Institutional improvements, such as enhancing relevant guidelines or manuals, will play a significant role in this effort. Additionally, the implementation system for these guidelines must be strengthened to ensure their effective operation. When incidents of sexual harassment or sexual violence occur within an organization, each institution is required to refer to the "Standard Guidelines for Preventing Sexual Harassment and Sexual Violence" (issued by the Ministry of Gender Equality and Family) to establish guidelines tailored to their specific circumstances. However, there are still institutions that have not established these guidelines, resulting in inadequate response systems for preventing and addressing sexual harassment and violence. Furthermore, some regulations are criticized for being unclear or insufficiently detailed to address practical issues effectively. Therefore, a thorough review of related regulations (guidelines) is necessary to ensure fair and prompt handling of incidents. There also needs to be institutional consideration and improvement of procedures for handling cases and protecting victims. In this context, this article aims to present the essential elements required for handling incidents of sexual harassment and sexual violence within organizations, examine the issues discussed at each procedural stage, and propose ways to reflect these considerations appropriately.
