ABSTRACT

As urban development projects aimed at building high-density cities are promoted, demands for the use of space necessary for urban life and activities in concentrated urban spaces are diversifying. Rather than simply efficient use of space, a variety of ways to utilize space are required. It is conceivable to examine efficient land use methods that transform urban space into a place that can respond appropriately to the increasing purpose, use, and time using any device. Among them, one can think of using public objects for purposes other than their original purpose. For example, in the use of tribute, the tribute manager responds to the needs of citizens by using the resources and know-how of the business operator by allowing the tribute to be managed to be used and utilized for purposes other than those for which it was previously designed according to the various needs of citizens Variable space use and services must be provided to citizens. By creating this relationship, it was thought that there would be advantages in the management of public objects, including the maintenance of urban space, which will be a future task. In this way, by freely changing the purpose of use or spatial area, a new use and utilization policy of urban space that establishes a win-win-win relationship for all three parties - the government (public property manager), citizens, and businesses - is being implemented, that is, variable use policy. This study was attempted with the purpose of examining the original attitude of use, methods and systems for realizing it, and presenting its possibilities. Urban and territorial planning contributes to sustainable development in various forms. City and national land planning must be closely linked to the three complementary aspects of sustainable development: ‘social development and inclusion,’ ‘sustainable economic growth,’ and ‘environmental protection and management.’ To integrate these three aspects in a synergistic fashion, there is a need to make political commitments and involve all stakeholders involved in the urban and territorial planning process. There is a need to review the roles expected of civic groups, urban planning experts, and related organizations. First of all, the primary purpose of city and national land planning is to improve the living standards and working environment of all people in present and future society. In addition, we realize fair distribution of the costs, opportunities, and benefits of urban development, and ensure the promotion of a society with a sense of unity, especially with rich inclusiveness. Next, city and national land planning is an essential investment for the future. It is also an essential condition for improving the quality of life, promoting internationalization that respects cultural heritage and cultural diversity, and identifying the needs of various groups.
