ABSTRACT

It is true that the restorative justice approach has made considerable progress in the judicial system and its application. However, there are questions about what role restorative justice plays in effectively reducing crime occurrence and corresponding punitive incarceration, and whether it is positioned as an alternative to the traditional judicial system and enforcement system. In relation to this awareness of the problem, this paper theoretically examines what factors have acted as obstacles to the public’s recognition of restorative justice as a viable alternative for implementing judicial justice in our daily lives, and suggests a development plan for restorative justice. To this end, we first examined what meaning the existing punishment-oriented criminal practice had in society, and then examined how the meaning of the community, one of the main concepts of restorative justice, was interpreted and communicated. Furthermore, as a way to more effectively publicize the meaning and purpose of restorative justice and develop it in real life, we examined the various and positive meanings that various interactions among local residents in everyday communities have in relation to restorative justice. In addition, we examined how environmentally friendly community composition and activities among members can contribute to further development of restorative justice.
