ABSTRACT

In this paper, the phenomenon in which the state land reorganization plan in Germany imposes a central role as a method of designating a specific land use such as an airport location on specific land is the subject of this paper. It can be imposed and its purpose is to clarify its possibilities and limits. Among them, it is clear how the multi-step administrative process that is indispensable for transportation infrastructure project decision and the German law are trying to replace it, and various tasks to be overcome that the land reorganization plan faces are derived. Such a task is difficult if it occurs after the stage of national land reorganization, the stage of subsequent planning, and attempts to clarify the mutual relationship, but there is a mutual meaning between these simple systems. What is expected in Germany's land reorganization plan is to play a role in coordinating land use that transcends regions and fields, and as a venue for active information exchange and interaction between various entities. The necessity of arranging the dispersion of various actors in cities, counties, and districts with regional characteristics of each administrative department and local government is particularly remarkable in the modern society where administrative difficulties arise due to uncertainty. As long as it is understood as an attempt based on such necessity, administrative errors in Germany, where this thesis is the subject of review, are very suggestive in Korea.
