ABSTRACT

There have been many prior studies on the existing autonomous police. There has been a lot of discussion on the legitimacy, implementation unit, and task of the introduction of the autonomous police system, and there has been a study on the legal system review in relation to the organizational aspect and issues of autonomous affairs in which the autonomous police system is currently being implemented. In addition, in relation to the situation of COVID-19, there has been research in terms of the action of administrative agencies, such as introducing the German legal system for restrictions on movement under the Infectious Disease Prevention Act. In addition, studies have been conducted to emphasize the importance of the role of police in the social disaster of COVID-19 or to request cooperation with police cooperation organizations (private security). In self-governing police, governance discussions mainly target cooperation with organizations, and there are few specific empirical cases. Although it is mentioned that there are exceptional cases on the premise of a separate order for police duties between institutions, there are few discussions that encompass the positions of both sides at odds, considering the change in modern police functions, and what regulations can be interpreted as general (overview) authorization provisions under the current law, and whether this can draw implications for interpretation when compared to foreign laws such as Germany. This study is of poetic significance in that it can provide a basis for research that can help the establishment of the autonomous police system a little.
