ABSTRACT

As the number of households raising pets and the number of pets themselves continue to rise, and related industries grow rapidly, various social problems surrounding pets, such as cases of animal abuse and biting incidents caused by pets, are on the rise. Recently, the Ministry of Agriculture, Food and Rural Affairs announced the 3rd Comprehensive Animal Welfare Plan (2025∼2029). As part of its initiatives to promote pet culture, the Ministry stated that it will expand animal protection and welfare education to include middle and high schools, extending the current animal welfare awareness education from kindergartens and elementary schools, and will also push for mandatory pre-adoption education. Therefore, to provide education for pets, their guardians, and the entire public, the "Companion Animal Education Support Act" must be enacted to establish a legal basis for government-led projects and education, and proper pet education must be achieved through various forms of support.
