A Study on the Designation of Essential Records in the Central Government

ABSTRACT

This paper proposes a plan for designating essential records in the central government agencies, with the focus on the designation procedure. The followings are main contributions expected in this study: First, through the literature studies, the concepts and characteristics of essential records are redefined and explained in more detail. Secondly, with case analysis, a survey was conducted on the guidelines and methods of managing essential records, adopted in Korea and other countries. Domestic and foreign cases are compared with each other in terms of their procedures and tools. Lastly, based on the result from case analysis, this study proposes the identifying measures for essential records in the central government agencies in two categories of procedures and tools. In this study, the suggested measures are expected to become a guide to the development of standard designation procedures for essential records management in the central government for the future.
