AB - During two years before the French Revolution, a lot of pamphlets were published as a result of the pre-revolutionary crisis. In spite of the defects due to their clandestinity, pamphlets give us lots of important informations about political opinions of the time.
The debate begins with territorial tax between Royal Government and Assembly of Notables, and continues over the question of authority between the government and the parlement of Paris. The notables and their supporter make a strong stand against financial reform based on the principle of the fiscal equality. They demand national approval on taxation. In the face of the government’s authoritarian politic, parlementaires and their pamphleteers dare to declarer that the nation have not only the approval right on taxation but also the legislative power, and that the King is a simple mandatory of the executive power endowed by the sovereign Nation. No sooner the convocation of Estate general was decided than the nature of the debate was totally changed. The matter is now the problem of the representation equality. The tiers etat’s pamphleteers ask for more representation, in proportion to their population, their talents and their contribution to the society. Despite the difference of their political positions, they declare the national sovereignty against privileges and despotism.
This evolution of political opinions accelerate out of the governmental control beyond the limit. Pamphleteers use the historical precedents and the principles of the natural law to justify their argumentations. In the conflict of different or contradictional opinions, the political debate develop more and more radical. Through this evolution change the political view of the French, so that the revolution is prepared in their mind.
