ABSTRACT

The needs to have an integrated scientific research institution as well as to create the Ministry of Scientific Research came to the fore after the establishment of the Popular Front government of which the Prime Minister was Léon Blum at the Socialist Party in 1936. The history of the Centre National de la Recherche Scientifique (CNRS) officially started from the integration of the Caisse Nationale de la Recherche Scientifique and the Centre National de la Recherche Scientifique Appliquée under the decree of October 19, 1939 defining the CNRS’ objectives to promote, organize and encourage basic research and applied research carried by private enterprises or in the various fields of public services, and particularly to help scientific research capable of bringing benefits for national defence and economy two months after the outbreak of World War II. For thoroughly understanding a process from the appearance of a scientific research organizing concept to the creation of the CNRS in early 20th century France, it is necessary to explore historical context. For this, we will examine firstly the process how the necessity of scientific research organization was brought up at the beginning of the IIIrd Republic after defeat in the Franco-Prussian War of 1870- 1871, secondly the process how research on applied science became increased with the outbreak of World War I and scientific mobilization, and finally the process how the CNRS could be born by the integration of existing research and support institutions following the government of the Popular Front was established in 1936. By doing this, we will illuminate academic implications in the early history of French modern scientific research organization, which came to the fore in a just cause of national interests and nationalism every war crisis.
